try some WD 40 maybe it's corroded
Her is what you need to do..........on the throttle lever, you should have 3 cables hooked to it.1 is the throttle cable...2 is the cruise cable...3 is the tv cable.
The tv cable goes in the same direction as the throttle cable...towards the rear.
Follow these cables where they pass thru a bracket. On the otherside of this bracket you will find the adjuster. You may have to turn the cable to see the lever. It looks like a boxed in U(or D).Press this lever in(it is housed inside of a black plastic sleeve)while holding it in push the end of the cable(where you can see the groves)thru the bracket.Once it is in all the way let go of the lever. Now push your throttle lever all the way open.It is now adjusted.
Where you see the cable pass thru the bracket....that assembly the cable actually pass thru is what adjust the cable.
I wish I could explain it with more detail. You just need to get in there and look for it.
Just look at the throttle lever on your throttle body...follow each cable untill you find it.
