You could get a fiero DTB or truleo if you want, though for the money I would just go hybrid personally.
As for SFI, easiest way would be the harness and ECU from a 93 f-bod with a 3.4l. And just do a full engine swap, any other way wouldn't be worth the trouble, not unless the 3.1s have reluctors on the crank, and a drilled boss for the 7x CPS.

Going to add some things to the above...
You'll be lucky to find the Truleo intake, and if you do, it's going to be BIG $$$... I'd get the Fiero intake (if it will work, not 100% on that, may need to be made shorter).
He already has a 3.4... All he needs to do is get the hookups (wiring) and the ECM.
There is NO advantage between SFI and MFI in terms of gas mileage... same fuel gets used either way (SFI has bigger injectors for a reason, same injectors on the 3.4 are used on the 3100 SFI). And the SFI reverts to MFI at higher engine speeds anyways to keep the required amount of fuel going into the engine. Pretty much the only advantage the SFI cars have is the ability to monitor 2 O2 sensors to keep the separate banks of cylinders fed with the required fuel and mostly balanced.

Re: stock intake's
the 3.4 rwd intake is definitely a better design, they fall on their face kind of low RPMs though, but I am relatively certain its because of the TB opening, its not even as large as the throttle bore on the TB, I hogged mine out to 56, now if I could just figure out how in the hell to run a FWD TB on it.
