I am happy to say the MEM-CAL was the issue. I received the ECM from Pillsbry today and installed the MEM-CAL into to my ECM.. Speedometer is now working, Check engine light now bulb checks correctly, TCC is locking up and IAC is working as well. With out changing the throttle blade min air it almost stalled when coming to a stop cause the throttle blade was set so low. This tells me my IAC was never moving as I didn't have this issue before. I set the Base idle to around 600 in gear at 195* engine temp.. Idles right at 1000rpms in park and about 700rpm in gear. Now at 70mph my rpms are 2000rpms at about 10% throttle instead of 2500rpm and 35% throttle.
Check engine light is on but got a code 43 which I believe is the knock sensor that has a broken connections (will pick up a new one tomorrow)
$40 to Pillsbry was more then worth it at this point.. I only spent $75 on an Reman ECM that didn't fix a thing, however I could have spent about $300 easy on VSS,ECT Sensor,Fan Relay,EGR Valve,IAC and still been in the same boat. You guys are great help Thanks Pills for the ECM and MEMCAL, and thanks everyone for all the help.
