Code 32 at normal speed but goes away when going uphill?

Car: 1985 Iroc-z28
Engine: 5.7l TPI
Transmission: 700r4
Axle/Gears: Stock
Code 32 at normal speed but goes away when going uphill?
Code 32 is EGR failure, but the code goes away when I am either accelerating up a hill or sometimes it goes away at highway speeds, I have tried replacing the valve but the code still came up after clearing it. I took the sensor back and put the old one back on. Any reason behind this or troubleshooting?

Did you reset the ECM after you installed the new part?

Yes I did twice, I also replaced the MAP sensor and that code went away but the EGR code was still there so it is clearly an EGR problem still
