My suggestion, which I plan on following myself, is get the car and yourself ready to pass the tech inspection. I watched a few being done and it is very extensive. Then run with the engine you have at the lower speed runs which you have to do before going really fast. Also, I think 150 is the point at which requirements change big time. All glass replaced by Lexan, parachute? etc.etc. I don't know how many trips to the flats it takes to get from scratch to 150 then to 200. Could be several.

^ then on the last run put your foot into it and go WOT till there is no road left and just use on board GPS to back up your speeds, F getting into some book.......

Remember, aero drag cubes as speed doubles, much harder to go from 150 to 160 then 110-120. Aero improvements will be a huge benefit at higher speeds.
Also get a really good roll cage etc, but all that will be spelled out in the rule book. You're gonna need to check and upgrade a lot of stuff to go that fast safely, Good luck

If you're looking at a 4.3, just go V8 and then you will have the ability to make the power naturally aspirated like you want to.
I don't know why people are assuming this will be a street car. When I hear "200 MPH 3rd gen" I think purpose built car that will only see duty on the flats.
a cheap turboed small block chevy will go 200 mph no problems.
hell my whole turbo build was under 2,300 bucks and will go 150 ish in the 1/4 mile

I've been told by a couple of folks who've done it that power isn't always the biggest issue unless you're seriously chasing a record. It's prepping the car and yourself and having enough money to do it! And not losing your nerve or concentration when you need it most. Probably why you have to start out 'slow'.

Your right he needs some good aero mods. But to get a 2.8L n/a to 150 mph plus...he's going to need to approach the engine mods pretty hard. There's a lot of things to look at.

All of the aero mods in the world will not make up for a lack of horsepower.
Horsepower is still quite a key element in this equation.

if i rember correctly a 3rdgen camaro with full ground fx and standard spoiler takes 15hp to maintain 55mph on a flat road

Also, weight has little effect on achieving top speed on a flat surface. The benefit of going to a smaller car will be a reduction in total frontal area of the vehicle (air drag). Aerodynamics definitely plays the biggest part at high speeds.

People here have much more experience and done the math, so I would defer to them how easy it is to achieve 200 MPH, but I will throw in my experience. Back when I was in college about 15 years ago it got my stock v6 with t5 trans up to what I would guess based on rpm's about 160 MPH with 5 people in the car plus some luggage. I think having the extra weight in the back kept the back end down, I have heard of people have issues with the back end floating at higher speeds. I felt like I had more pedal left when I hit 160, but being on a public road, I couldn't push it more. I don't think I could have got all that mass much faster.
