testing open/close loop

Do I need to put the jumper into A and B before I turn the key on and start it, or after it's started and running? I've tried searching, but just can't seem to find this part of the process, and it's simply been too many years since I last tested this.

I don't want to fry my ECM because the only other 302 I have doesn't let the tranny shift into OD, and the 165 never did work at all when I tried the swap.
