Problems with emissions testing

This is my first post on this site, so I don't know if this is the right place, but i have an 88 v6 camaro with the manual transmission. I have had some trouble getting it to pass emissions. Last year it past with flying colors out of the dealership that i bought it from for about 400$ including the repair it needed. Originally it had no exhaust, so I purchased an used one from a junk yard, cut it, and put a glass pack on it (not sure about that spelling) and that is all i did in order to pass it. I plan on switching it out to the 350, which is a totally different issue, but i have done everything i can think of to fix the emissions for this year, so that i can drive it the way it is. It has a brand new set of air filters, brand new cap and rotor as well as plugs and wires. We did a seafoam treatment and a fuel system cleaning, as well as ran high octane (91 or 93, i cant remember) and it still fails both sides on the low end, but the highhend is perfect. The only other solution i can think of, would be to replace the glass pack, but i wondered if there was some trick to these old motors. Odometer says around 91000, but i assume its closer to 300,000 as it is a 5 digit display. I am looking for some way for it to pass, permanent or otherwise, and was hoping the people of third gen could help me out here. Thanks!

i believe is both hc and co on the idle test. They pass amazingly on the highend.

Have you replaced you o2 sensor ?
You could have leaking injectors too.

The O2 sensor is up next, followed by replacing the glass pack. I will post again once ive changed it out.

I’m not thinking it’s the muffler that is causing the failure. Any oil consumption?
A o2 is real cheap to try.

it leaks oil as much as you can expect from a poorly maibtained 88 camaro. I refill a minimun once a month.

It gets to about a quart low, and i fill it up again. Not sure if its all leak or some burn

Sounds like you are running rich with high HC and Co. Plugs will give you information. Oil on plugs engine problem. Black soot on plugs rich from unburned fuel. If you have to run ethanol in gas it may vary a bit. Leaking injectors,fuel pressure regulator and fuel pressure issue can cause this.
Recently had an issue with my work truck failing badly at low rpm but fine at 2500 rpm. Turned out it was leaking injectors.

When mine didn't pass it was because a broken bolt at the exhaust manifold was causing an exhaust leak. Check for that.

How olds the cat ? Can check the intake air sensor too. Just a few more thoughts .
