drum cylider fronzen?

drum cylider fronzen?
I made a post on the bake board, but ddnt get any responces..so
i thought i would try here. heres what I posted:
Im not sure what to look for, if this is the case. But ive noticed as of late that when I brake (hard especialy) to much weight seems to be shifting to the front of the car. As a result it seems harder to stop. Yesterday for example a could barly stop sort for a yellow when i was only going like 45mph. I just replaced the rotors and pad in Nov. so I focused my atention to the drums. ...pulled the wheels of cleaned the dust... everything looked ok...still have some wear to spare before the rivets on the shoes. The cylinder on the driver side, however, cought my eye. there are 2 silver rodes coming out of each end...one rod was extended out from the cylider, as where the rod on the other side was not. It seemed to be fully submerged into the cylinder and that shoe seemed to have less wear. The passenger side is not like that. The rods are extended in equal distance. Am I seeing as frozen wheel cylinder? And could this be the cause of poor stoping?
