i put 255/45r16 on stock rims and my rear drivers side tire is rubbing on the bump stop when i brake hard is there a way make this stop?

Check your pan hard bar for being bent. If its ok you may need a aftermarket adj panhard bar.
so the stock bar may be pulling to far to the pass side causing rub during suspension movement right?

First check your Panhard Bar. Is it bent?
What wheel do you have? Stock? Aftermarket? If aftermarket, what is the backspacing on it?
For the Driver's side, it is uncommon for the tire to rub on the inside vs the outside (fender) due to the way the Panhard Bar works. So the rubbing on the inside points towards a bent Panhard Bar.
A 255 on a stock PHB & stock wheel....will not rub.

they are stock wheels and my pan hard bar is not bent and it pulls the axle to the pass side during suspension rise in the back also im talking HARD braking like the rear end rising 6-10"

How low is your car then? I have had 255/16s & 285/17s, both on lowered cars & neither rubbed even once on the bumpstop on the Drivers side. Only on the fender lip on my most lowered car.
2" lowered and im taking about rise like the body rising up from the rear end under hard braking
