Before I get a bunch of responses telling me I'm posting it wrong, I apologize if this is posted in the wrong place or something.
I just need to know what size tire on a 17" x 9" rim.
And which tires should I go with + which retailer has the best prices? if anyone knows.
I was also wondering if anyone with a similar set up could tell me how well it fits.
These are the rims I'd like to buy (without the cobra center caps of course)

That 275/40/17 tire size is correct, but I do have a question for you.....3rd gen rear end or 4th gen rear end?
If on a 3rd gen rear end.....
Those will work only on the rear (too deep bs to fit the front unless you run spacers) and even on the rear be prepared to do a good amount of inner sheetmetal hammering & possible cutting for them to fit. I have 11" bs on my rear 17"s & had to cut the bumpstop out completely as well as cut a fair amount of metal from the front & rear as well. With those only being 9" wide, I'd recommend you go with less bs.

Its got the 3rd gen rear end. But thats really disappointing I thought an inch more both ways would still clear fine because its not much bigger than the stock 16 x 8. For some reason I still feel like it would but I'm not going to try it because I'm sure you know more about this than me.

The extra 1" is not a big deal in itself. It is the bs that is "hurting" it. Find the wheels in 4.5" to 6" bs (some say 6.5" will fit with minimal metal work but.....) will bolt right on.
If you got a 4th gen rear end, those wheels would bolt right up plus you'd possibly get better brakes/betters posi/better gears (depending on what you have & want...And what you got from a 4th gen).

Alright would 18 x 8 irocs fit better?

You misunderstood. It is not the SIZE that is the problem, it is the BACKSPACING. Less & those 17x9s will fit just fine, as would a 18x8. My 17x11s w/7"bs fit because I cut the metal that was in the way & you could do the same with those 17x9 w/6.75" bs.
Oh I gotcha thanks for helping me out
