That depends on what it takes to "pass emissions" in your locale.
In some places, the only motors that will pass are ones available in the same chassis, same year as the chassis or newer. No 454 came in a Camaro so by that definition, it can't be done. Some places (like So Cal where I recently lived) actually pull out a book with that sort of info in it, and all teh sensors and gizmos and lines and wires; and proceed to check every single one to make sure it's at least hooked up.
Other locations require a sniff test at idle and no visual; others a sniff test on a chassis dyno; etc. And of course, some locations require no check at all. And in some locations where checks are required, a $20 or $50 or the like can sometimes satisfy them all.
So what are the rules where you live? If you don't know, find out the exact truth before you spend a wad of cash on something you can't drive.

As for passing a sniffer test a BBC will pass just as easy as a SBC if it's properly tuned. More cubic inches doesn't mean anything. It still burns the same air/fuel ratio. If it has a good tuneup etc, the emissions should be the same.

Hey, Stephen. I notice in your sig you ran in Yakima, WA. That's the closest strip to where I grew up. Track sucks, huh?
Best run I ever got there with my Vette was 12.6 sec at 122 mph on the street tires. I could go to the highway and turn better times on the way home!

They were using lots of VHT. Car count was somewhere between 600-700. It's not the worst track I've been to but it's not great. At least I didn't pick up any goathead spines and get a flat on anything.
I can honestly say that after going to other tracks, racing at www.racecity.com here in Calgary we are spoiled by the facility. Race City is a first class place to race however current management just doesn't understand how to promote race events to make it worth while.
The trouble with our track is the dragstrip is the straight-a-way for the road course. We can only race every second weekend because of the track schedule and we usually can't get on track until late Saturday afternoons during a race weekend because the road course is booked during the day.
