That is the "kickdown cable", often referred to as the detent cable, because it has a "detent" feel when it engages.
It connects to the bottom side of the carb throttle arm. Summit has the brackets and studs you'll need to mount it.
Yep. You may notce that your trans nevber downshifts when you nail it from a roll- you have to do it manually. Hook that cable with the proper bracket to the "kickdown cable stud" on the BOTTOM side of the carb's throttle arm and it will!
When setting it make sure that cable reaches it's maximum extension when you are at WOT, that the cable isn't preventing it from getting to WOT but also doesn't have much travel left in it when you are at WOT.

that looks more like the cruise control.the kick down (detent) cable does not have a slotted end.Its a snap/clip on type with a thin cable wire

Im sure its the cruise control cable. Look at the end of it, its got a long slotted hole, and a long plastic sleeve covering the cable itself. The detent cable has neither of these. Icebird, if you want to find out for sure, follow that cable. Im betting it goes around behind the engine, then forward to the drivers side of the engine bay, to a large round thing with vacuum hoses and a few wires connected to it. The large round thing also has 2 cables screwed into it, which are your speedometer cables.
Third Gen cruise control vs. TH350 detent
The first picture is the cruise control cable on a thirdgen. The second is an older-style detent cable, because an '81 isn't a thirdgen and wouldn't have come with a 700R4. I'm not sure if the detent cable is the same as yours, but this shows that it is similar to the cruise control cable. Those pictures are a bit blurry, but I'm going to have to say it's the detent cable. The cruise control cable doesn't have a spring near its base.
oh i though i never got a reply to this got no email, i just seen it now and boy am i happy i did. first that cable was my kick down cable and its all burnt up from the headers so i am wateing for a new one. but thanks so much for those pics i just found out i got my throttel cable hooked up in the wrong spot. i have it hooked up were the kick down wire is in the pic, i though the kick down wire goes to were the throttel goes. thanks so much for that pick gunna fix that first thing tomorrow!! shows how much i no about carbs

TH350 transmissions have a cable that shifts the transmission from 3rd to 2nd when you floor it. It's attached to the bottom of the carb throttle shaft similar to the TH700 TV cable.
Ward, it's a little hard to see, but the cable housing has a tapered spring on it - detent cable.
