Car: 1992 Firebird

Engine: 3.1L

Transmission: 700

What the heck is this TBI setup?

I was at pick you parts today and saw this cross ram dual TBI setup. I have never seen anything like it. According to the dates written by Ecology, it was an 85, which makes even less sense. Can anyone shed some light on this? Is it aftermarket, custom, or what?
