If you're looking at a $400 limit, you're not gonna be buying anything new thats worth while. Find a set of vortecs, either off the forums or in a junkyard. Do a little clean-up work on them, have the valves/seats ground, throw on some new springs and call a cam manufacturer or tech line and get their reccomendation on a cam for your combo(vehicle, type of trans + stall speed if auto, gear ratio, intended use, etc).
Vortec heads can easily make good power and are also very efficient.
Do a search, you'll find many reasons to run these heads. The only down side is you'll either have to buy the proper intake for them, or drill and tap them for the conventional intake bolt-pattern and run thick gaskets.

If you don't want to change the intake or do the mod work, find a set of late model L98 center bolt vc heads. I believe the casting number is 082. The 350 TPI's came with them as well as many marine motors. - They decent for cheap, much better than your smog-era anchors.

Yes, regular headers work with Vortecs. However the roof on the Vortec's are a little higher than standard SBC heads so if you can raise the header to match the port it does help. You do that by drilling out the mounting holes to a slightly lower position and then fill in the top of the hole, thereby raising the header.

I would also go for the Vortec heads. They're going to give you the best bang for your buck. Downside is that you would have to get a new intake. But, a combo of new heads and intake could really wake up your car. On my site in my signature, I have some info about Vortec intakes that I used on my car. Let me know if I can be of any help.
