HSR High idle, vaccum leak?

HSR High idle, vaccum leak?
Finally got the camaro running and set fuel pressure. The car however idles in park at 1300 rpms, solid. No surge whatsoever. Started pulling vacuum lines to see if that made a difference and each vacuum line pulled off (one at a time) made the car run even worse. I had used rtv for the upper plenum and just finished scraping off the rtv and using the Holley gaskets for the hsr. No change in idle. I can't here any hissing while the car is running though hearing anything over the exhaust is difficult.
The throttle body is the stock unit and nothing was removed from it. TPS and IAC were new last year. I will be putting on a new throttle body gasket tomorrow after work.
So, I assume this is a vacuum leak but can't find one. And the idle doesn't surge at all like I am familiar with when a car has a vacuum leak.

Glad you got the no spark issue fixed. I'd think large vacuum leak since it doesn't surge. My thought would be the start spraying carb cleaner and reset the iac, new or not that doesn't mean it's set correctly for the setup.

Re: HSR High idle, vaccum leak?
I changed out my old throttle body gasket (didn't have a new one when installing the HSR) and it went down a little. Rechecked all my vacuum lines and did not see a leak. Reset the IAC and made no difference. In fact unplugging the IAC and running the car makes no difference.
Unplugged the MAF and the idle dropped (it ran a bit rough but the idle dropped) so the MAF is working but it is the original sensor to the car.
The idle does surge a little, maybe 300 rpm but its a slow surge. Only other thing I have noticed is the throttle body coil spring is a bit weak (maybe).
On a side note, the engine tune I am running is a stock 89 tune with the egr deleted, injector size changed and the cooling fan temp changed.
