Here's another recommendation for the Meguiar's Grape Tire Goop. I have tried other tire conditioner products, but Meguiar's is the best performing.

Use any type of gel. I paint mine on with a brush, and let it sit for a couple days. Tires stay nice and glossy, and dosent splash the car when driving.

no matter what dressing you use, I'd reccomend cleaning off the tire surface and drying it off before application... I've found that my tires stay nice looking longer if I've cleaned the tires off first.

Im all about the Armor All spray...
the gels last longer but they dont shine anywhere near as bright as that armor all tire spray...
soon as its rains or something, its all gone.. but it will only last a good week maybe without rain
but its worth it, looks so damn good

Petrolium/silicone based products are the worst thing to apply to tires.
I use 303 Protectant. It gives it a nice clean look. If you must have the super wet look, I apply a quick shot of Shinning Monkee Tire spray. It is a non drip formula and will not spray all over your ride when you drive away.
To recap:
303 protectant and for extra bling, some Shinning Monkey Tire Shine.
