82-84 taillight question (turn signals)

I've recently finally started the process of getting my 84 Bird back on the road... I hit one little sanfu... (or however thats spelled) On the left turn signal, the middle light flashed (out of the three on that side) and on the right turn signal, the inner most light flashed. I'm assuming the the inner two lights flash when the turn signal is on. Am I correct? Or do all three flash??

Thanks!

Keith
