ZERO power to rear brakes

ZERO power to rear brakes

I have a 1985 z28. It's got drum brakes in the rear. I noticed I had very little braking power, so I bled the system and all 4 brakes bled fine. However, when I had the car on jacks and the wheels spinning, the brakes did absolutely nothing. Rear wheels didn't slow down at all. Parking brake slows it but not by a lot and still spins quite a bit.
Also, when pressing the brakes, the brake fluid in the reservoir makes waves (not sure if that's normal)
any idea what the problem could be?

Does the emergency brake handle pull all the way up? I'd guess the adjusters on the rear shoes is bound up and not working. Pretty common as that area gets a lot of water and dirt, maybe salt if you have snow there. Also the wheel cylinders can get crusted up and the pistons freeze up, no braking action with that. My 70 Camaro had that problem, wheel cylinders were only 5 or 6 years old, never in rain, but 3 of the 4 pistons were seized. Surprised the heck out of me.
