Ok guys what is this and where does it go. i have noticed a little gas coming out. I mean very little.

Looks like the bowl vent line to the charcoal canister.

do i need to run a line from it to the canister. you are talking about the black can looking thing that has one line from the talk and one to the carb

That's the one. It prevents vapours from the float bowl from going into the atmosphere and stores them to be burned later.

You also appear to be missing the canister control valve. If you had it, you'd know it. . .

well its never been connected. i have know idea what to do with it. should i block it off or something or should i run a hose from it to the inlet on the canister that says "Carb"

It can be blocked off. With that open element air cleaner you've got, emissions apparently isn't a concern for you. There's a bowl vent going underneath the air cleaner to provide the needed atmospheric pressure in the fuel bowl.

Doesnt it pull the fumes from the canister back into the engine to be burned ?

No, it just vents the vapors to the vapor canister when the engine isn't running. The vapors are purged from the canister when the engine is running via the line tee'd to the PCV line.

No, it's not normal. It means your fuel bowl is overfilling.
