E-Fan Problem

Okay, so I have an '85 Z with one E-Fan. The fan will not turn on and just need a little info track down the culprit.

The fan relay is up front near the battery correct? I have 12v on the orange wire, and the fan turns on when I jump the orange and the black one that goes to the fan. The brown wire with the white stripe has some voltage on it when the key is on. Is the green wire with the white stripe for the AC? I get no voltage on that one.

How is this setup supposed to work? I figure either the brown or the green one give a cirtain voltage at tempurature X, and that connects the orange a black wires through the relay, turning on the fan. What kinds of voltages should I be seeing on the brown wire?

Thanks!
