Need Guidance with Prom for 165ecm

I am installing a TPI system in my '68 Camaro. Currently I'm in the troubleshooting phase of the project, everything is installed but the engine won't start.

I believe I'm having some PROM issues.
The bin I pulled from the original APYR3506 says it has a mask ID of 6F ???
Is this possible? In my quest for enlightenment I have not come across a 6F for the 165 ecm (or another APYR3506 for that matter), so I am assuming that a mistake has been made along the way.

When the "6F" PROM is installed I cannot (or at any time for that matter) pull any codes from the computer by jumping terminals A&B at the ALDL connector... The SES light just stays lit.
Any suggestions?

Which brings me to the important part. Assuming that I am now sans bin file, what would be a good bin to start off with?
The engine is a .040 over 327 with an upgraded cam and a manual tranny.

Any (preferably good) guidance would be greatly appreciated.

APYR is a 1989 5.0 bin. Are you sure its not 6E.

The parts are a '89 firebird with a 305.
That's what I'm saying... Either I damaged the PROM when I removed it from the carrier, had a bad read when I tried to read the bin, or had an accidental keystoke when editing the bin.

Could a bad bin file cause the SES light to stay light?

Yes it can do that.

You know what size the chip is? I've seen some factory chips that are 256k, maybe you ended up with one of those and didnt notice it. That'll make it throw fits too.

My guess is a bad read since e and f are one bit apart. I would download a fresh bin from one of the libraries.

Go to http://tunerpro.markmansur.com/ and down load the ANZA
it is a 305 Bin but should be a good starting point. This is the Bin I am starting with. I Will also use his TunerPro Bin Editing Software it has come a long way.

FYI, Step one for testing a new burn(in vehicle) is to turn the key on/engine off. When you first put the key forward check the ses light. It should blink one time and then stay on. That is the ecm telling you the prom is good to go. No "flash" means bad burn or prom socket connection is faulty.

Update:

It turned out to be a bad write to the PROM.
I tried a new chip, jumped the A+B terminals on the ALDL connector and VOILA! The SES light started flashing :-)
