Service engine light out?

Car: '89 RS
Engine: 383 in progress
Transmission: TH 700-R4
Service engine light out?
When you turn on just the accessories, isnt the service engine light soon supposed to come on for a second?? Mines not, is there a potential problem here?

Engine: 5.7L TPI
Transmission: 700R4
There is no problem there, the light only comes on in the run position as part of a bulb test and whenever there is a malfunction in the system as you are driving along.

Well i tried it and it doenst come on when i start up the car either.....How hard is it to change the light bulb?
