From the VIN you cannot tell if you have a GTA.
Outside of the SPID sheet it is basically impossible to tell as parts can be swapped.
Also, check out the GTA Source Pages authentication tips: http://www.gtasourcepage.com/newauthentication.html

SPID sticker will tell for certain, but 1989 GTA isn't that easy to copy if you check out the GTAsourcepage.
TPI, no vent fenders, and steering wheel with radio controls is too much trouble to copy for what these things are worth if it isn't a real GTA.

TPI was available on the Trans Am. Fenders without vents are very easy to come by and if the GTA had a CD Player stock, the steering wheel wouldn't have the controls from the factory. If you don't have the SPID there is no way in knowing what it came with from the factory.
However, on a whole, you are correct, but the SPID is the only end all be all way of knowing.

The standard items on a GTA were also options on a T/A.
As Amorget is hinting at, you need to check the SPID sheet. You are looking for the Y84 code.
If you don't have the SPID, for Canadian cars, you can run the VIN at your local GM dealership. For US cars, it is very hit and miss. Canada maintained the records from 1980 on. In the US, it was somewhat based on whether or not the dealership participated as there are two different systems for tracking the info (this was told to me by the GM guys here in Canada). The last option is to then visit gtasourcepage.com to look for authentication tips, as already mentioned.

Does the car have rear disc brakes? That's one quick way to rule it out since WS6 was standard on all GTA's (assuming someone hasn't swapped the rear-end).

Re: trying to find out if i have a GTA
GTA's must have (from gtasourcepage.com):
- gold center tail light bird
- gold "PONTIAC" in the driver's side headlight turn signal
- no front fender vents
- gold 16" diamond-spoke aluminum wheels
- Ultima seats
- the dash pocket should have a gold "GTA" or bird on it, never "Trans Am"
- All years had a leather-wrapped steering wheel. '87 had "GTA" on the horn, '88 had the stereo controls mounted in the steering wheel.
- GTA badges on the nose, front fender (where the Trans Am's fender vent is), and a GTA bird on the sail panel.
- TPI engine only
Obviously, things like steering wheels, seats, TPI engines, and front fenders can be replaced over the years due to the original part being wrecked in an accident, worn out, or a previous owner didn't like it. A SPID sticker will confirm a real GTA. Look for the Y84 code.
