Emissions and motor swap laws for WA?

Hey, does anybody know what the law allows in WA? I have to pass DEQ where I live, look at my sig. to see why I'm concerned. I know that there is some restriction against removing factory emissions equipment, etc. I also heard that you can't swap an older engine in, is this true? What about swapping FI for a carb? Any enlightenment is appreciated. Thanks in advance.

DEQ? I dunno about all of Washington but here in Mt. Vernon we have no emissions at all so I could do anything I want - basically as long as the car looks legal from the outside to a cop I guess. I know in some places (like Spokane) you have to pass the sniffer test don't know if it matters whats underhood as long as it passes.

No, almost all of WA has emissions, Jess, you got it backwards
You cannot swap to an older block and you cannot switch from FI to carb, but you can do the other way.
Emissions equipment is also required, no modifications.

Well law says you can't swap to an older block. But as long as you stay Small Block Chevy (Ifn' you have the V-8) they'll never know if you go from 305 to 350. The casting numbers are by the bellhousing way to hard to get to.

I just called up State Patrol today and they said that the only areas subject to emissions standards is Spokane and Seattle. Everywhere else does not have any standards meaning anything goes. Believe me, I asked the question from every angle and that's what they said.

WHAT???? I live IN Vancouver and I have emissions to deal with. COuld you elaborate a bit more? Like just engine wise or emissions in general?

Does Washington have a special plate provision for cars 25 years or older? We have it here in Portland & 1 time registration fee & exempt from DEQ. They didn't even look at my car. Good luck

Mine a 91 so 3 more years of smog and im done and can run what i want to. After im done i
Can get away with anything in her but i want a lq9 and its considered a heavy duty engine so its not legal so im trying to find a lupole but i think i may have found something

Can you give me more info on the 25yr rule for Portland. DEQ website says 1975 and later need to pass.

you pay like say $200.00, don't remember exactly & get special yellow plate that never needs to be registered again or DEQed IE smogged, this plate is for cars that are for show, car clubs, parades etc. While not meant for dd, mine is & from what all my other car buddies say is that if U ever get pulled over just tell cops you test driving, going for repairs, or just have to drive the car periodically for the sake of maintenance. Ive been doing this for 6 years now, first w/78 TA, then traded that & had plates transferred to my 84 Z28. I drive the same route to work, pass the same cops who are stalking speeders, work 2 blocks from police station & I drive by it everyday w/loud exhaust/music bumping etc, no issues, bear in mind I'm not speeding/burning out so I don't attract too much attention etc.....hope this helps

As long as it looks like it's original, I doubt they would be able to tell the difference. The people working at the DEQ stations here are...less than well-read about cars.

emissions testing is ending in 7 years anyways by 2020 there will be no more testing for emissions. they have found that there is reason to test anylonger since the vehicles are better shape.

as for engine swaps, I see the 4th gens go carb all the time & I KNOW 4th gens didn't have carbs from the factory.

What part of wash are you in. I tried to pass my 91 with the v6 n they told me tgat im not legal bc of the v8 cat that i have on it. And im trying to figure out if its only calli that i cant put a hd motor in mine or if wash is the same way if not im going lq9. If i cant run hd motor then im going ls1

Nope they do not, but I have known several guys that live in other counties that do, that they do engine changes all the time

Make sure your cigarette lighter works and you will usually not even need to open the hood at the emissions station.

There is no mandatory visual inspection, so unless they see something that sticks out you will be fine. Even then you'll often get through. I've had them take a look under the hood of a car with headers and not bat an eye.

As for the sniffer itself, with a little isopropyl alcohol and a little timing retard you can get a lot of nonsense through in this state. Especially since the pass requirements have been relaxed in the past few years.

If your car is over 25 years old in WA it is exempt from emissions. Legally you can't swap an older block, ditch emissions, blah, blah, blah. In reality, once it is exempt it is game on! Also, since WA does not do visual inspections, as long as it passes emissions you are good to go!

Short answer: As long as it passes the sniffer test it is all good. If it doesn't pass, register it in another county.

Been drag racing and doing the hot rod thing in wa for the last 23 years
have always registered my car in Colville WA or Bremerton Wa. they don't have any checks...just pay the tabs and drive away..

I live in Spokane WA. and I don't do any checks. I had my car set up back in 93/94. never liked the WA rules.. SO I DONT PLAY BY THEM...lol

only made one trip to ea place.. for the last 17+ years. when I do renew. I just do it local.. pay for the new tabs and that's it.. it go's off the address on me old Registration.. and just updates the new Registration.. PAY the fee and drive away... don't even have to drive the car down ....sweet have not had a smog check on any of my cars.. 89 S10 New in 90
92 Z28 New in 91..nd my 91 SS 1500 truck..have hade for 3 years now.. have paid for 4 chevys in the last 20 years..and still have 3 of them! I love chevys

We registered my wife's car with her aunt's address who lives in a county that doesn't require testing when it failed the sniffer. Never have to take another test!

Check with your DMV office and see if they allow PO boxes, A lot of them here in Oregon don't like you to use one.
