Yes. There is a GM three speed with a lock up converter, I think it is some version of the TH350. The 700R4 is 4 forward gears plus a locking converter.

No. If it is unplugged, the ECM will not send a signal to lock the converter. However, that will cause problems with the IAC.

I don't know about the early 700R4s, but 1985+ the electric plug only triggers the torque converter lock up. The ECM and speedo don't control gear selection, just converter lock up. Converter lock...

88 IROC did not have VATS, so if you are getting zero cranking, I would try checking the wiring to the neutral safety switch. I believe the wire is purple.

Have you try resetting the IAC motor? What reading do you have on the TPS at idle? What is your base timing? Have you ever removed and cleaned off the IAC motor? They can get quite a bit of carbon...
