Ok so two things: 1) I put a vacuum gauge on a full manifold vacuum port while cranking a fully charged battery... it pulls 3-4 inches of vacuum while cranking.

I assume it is but seems kinda strange since the fuel pump is below the carb and the fuel has to travel upsteam to get into the carb but i guess it is getting sucked (vacuumed) up to the carb. still...
