Actually they are quite common. You haven't heard of the Toyota recalls related to the air injection valves obviously. All the modern air injection systems use electric pumps.

They work great if you have problems with dropping into open loop at idle in cold weather, etc. Had one when I was still using a stock/modded-stock ECU (yuck).

Go with a Viton (usually brown) seal. The PTFE seals will cause grooves in the crankshaft over time in my experience - requiring a sleeve eventually. The Viton seals stay soft forever unlike Nitrile....

Do you have 5v at the MAP sensor? Should be on the same 5v supply from the ECM. There are no fuses - circuit protection is provided by the ECM itself.

Fill it. Drive it 50 miles. Fill again. Divide 50 by the gallons it took to fill the tank back up. That will approximate the mileage. Do this 10x and average the results to make it more accurate.

No - 4th gen is not vented. They went away from vented caps in the 70's when they introduced carbon canisters. From the early-mid 70's on there were no cars to my knowledge that used vented gas caps....

Just get a chip burned for the 89 ECM using 89 350 bin and install it with a chip adapter. 87 PROM isn't configured correct for 89 TPI. Fans won't function correctly and 89 has no cold start...

Yes. If it's something mechanical then very likely the tuner will be able to troubleshoot it before or on the dyno. That happens a lot and we do a LOT of troubleshooting on my dyno.

E-tuning may not be appropriate for that combo. But you need to properly resolve the timing question before you can know.
60 degrees seems highly unlikely (and have a smooth idle anyway)....
