There is a separate hazard relay from turn signal switcher. The turn signal switcher is located just above the drivers footwell. its a 1.5" round cream coloured thing with 2 connections.

If the wire has a greater resistance than the choke heater then it will do that. Most likely the wire or fuse or connector is worn out a bit. check the resistance from the battery to the "hot" wire....

The voltage rating of those leds is the Vdrop in the equation I quoted. So for the low intenisty one you'd want something like 20mA with Vdrop of 5.0. Thus :
