update: I think that line is supposed to go the "orb of power", the vacuum reserve cannister. I found it under the battery tray (driver's side on the firebird), and it appears there is nothing...

'fraid not... on the firebird, the charcoal cannister is on the passenger side front, and I have been able to check all the lines from it are connected properly. thanks

OK,it makes sense that the "what is this" is the cruise control, as one of the connectors goes to the throttle. I do not see a plastic ball - when you say "driver side tray, under the cruise control...
