If the reservoir mounting surface to the pump isn't badly distorted these pumps are super easy to reseal. I think the seal kit was 5 bucks when I did it, worth it IMHO. Personally I can't justify...

The LT1 style mini starters are great. They bolt right up, are smaller, and have way more power. you can get them at parts houses with a lifetime warranty. Try a search its a pretty common upgrade.

The vortec head has no provision for the efe system as there is no exhaust crossover. You can bolt everything up but it will not...

Check your distributor gear. Just swapped in an l31 myself and it ate a brand new gm gear in 1000 miles. Endplay was off.

champion rs12yc or equivalent. I personally run ngk. .040 gap

Positive. Pulled the engine myself out of a running 98 1500 with 80k on the clock.

Distributor is back in as of yesterday. Shimmed the gear, it needed .060 worth of shims and ended up with .016...

Sounds like your starter solenoid going out.

If by "bomb start" you mean popping the clutch to get it to start, then you basically isolated the problem to the starter/and or its circuit.

The pickup in the distributor serves as a crank sensor and could certainly be the problem in your no start condition.

I would skip the tape and only use it if that's all you have at the moment.
little shreds of tape can seperate when you first install and tighten the fitting and go straight into your carb and clog...

The vortec heads/lt4 OEM cam (not hotcam!) should be good for just about 300hp.
factory lt4 heads flow just a bit better than vortecs and have more compression, 330hp

yes quick and easy way to rule this out before throwing parts at it is to put a jumper wire in between the 2 cavities on the cts harness. fools the ecm into thinking it is full hot.

I have used a combination of Koni Yellow front strut and Bilstein HD rear on two of my thirdgen builds.

The HD's have always been able to control the ride of the axle well and seem well valved...

sounds ignition related. double check your timing, plugs, wires, cap/rotor, ICM, etc...
check resistance cold and hot
also check fuel pressure for weak pressure at higher RPM
