If it's "hot" at the starter, then yeah could be the fusable link.
There are two at the starter connection from the battery.

it was fine, i never once had an electrical problem with the car in 3 years... but i put a new cd player in it... found one lone grey wire...arched it to see if it was hot or what.... ever since then, nothings worked...or works on and off, but only when headlight switch is pulled out...

Voltmeters can be had for as low as $2.99 at Harbor freight, could save you a lot of hassle next time.

Re: near torrance? may-day, may-day
well, its fixed.....i had to take the starter out, and tighten up the cap on it...while it was out i took a charger and checked to see if the fusible links were good, so then i thought they were so i put everything back in...then pulled the whole dash out to get to the light switch, and had to drop the fuse panel...finally got the light switch out, and checked the connector for power...nothing....so then i just checked the 2 red wires for power, and noticed that only one was hot... so i kept checking them for power, moving to engine compartment.... so i eventually ended up taking the starter back out, this time hooking the battery back up, and touching all the starter wires togather, and used the test light to check the wires near the fusable links...... come to find out, one of the power wires came disconnected from the round connector....so i fixed that...and everything worked.... after putting the whole dash back togather, everything worked !! cept A/C, and wipers....
