How much will it cost to have a port and polish job done to my 91 RS

Engine: 645hp/656 ft lb Blown 383
Transmission: 700-R4 3,000 stall
Axle/Gears: 3.55 moser 12-bolt
porting and polishing what,. the intake, the heads,.. etc,..both? mild or full port,.. do the mild port yourself,.. , also,.. do you want them to dissaemble and reassemble too? this can range form $400-$2,500 depending on the variables. it'll cost you $100 for the tools if you do it youreslf.

The truth is,.. if you have 3,1L, you are better off saving your time and money and getting a junkyard 305/350. Much better bang for the buck,...you can get a nice 305 for free w/ low miles.

Well my buddy is giveing me a working 350 out of a 71 le mans could I get that thing to pass emissions

You can get it to pass emissions if you have a full electronic fuel injection system, either TBI (throttle body injection) or TPI (tuned port injection) from a '91-later 3rd gen. All controls, sensors, cat, etc. The best way to do such a swap is with a complete donor car, whether you use the engine from it or not. You'll need other things that aren't emissions-related (transmission, engine mounts, etc.). Obviously, this isn't a simple process.
You can port the intake yourself. You'll need a die grinder, either pneumatic or electric - not a Dremel, they just don't cut it. Air die grinders are pretty inexpensive, but you need a pretty healthy air compressor to run it - not your typical garage hobby compressor. Electric are more expensive, but less than a pneumatic and air compressor combined. You'll also need some carbide bits. I don't know the details of what a 3.1 intake needs for porting, but if you gasket match the ports, for instance, if you don't do the same to the heads it will actually hurt you.
I'm not convinced that's the best place to look for performance. Exhaust upgrades and cam would probably make a lot more difference. Or, swap in a 3.4 V6 (not completely straight-forward, but less complicated than a V8 swap).

You will never actually have a smog legal setup in the car even if you get the thing to run clean enough to pass. You'll also have to improvise with the intake/carb setup unless you want to run the 71 carb and intake or go completely aftermarket.

OK, this is quickly getting old… You really don't have a clue and can't seem to read what I’m saying when I'm trying to give you one.
To repeat what I already said, the '71 lemans has a Pontiac block, it WILL NOT bolt you your chevy tranny. It will not just bolt into your camaro, will barely fit in the engine bay and would require you to do just about everything custom. From the questions that you're asking that's never going to happen…
For that matter, before you even ask, your 60* V6 chevy tranny will not bolt to a chevy V8 either. It pretty much will only bolt to a 60* V6 or a 2.5L I4 Iron duke.
The Pontiac TH400 uses a different mount, driveshaft yolk, a different kickdown assembly and has no previsions for a torque arm mount. All of which will require you to find an aftermarket solution or custom fabricate something.
