Probably you're not raising the rod that drives it, back up out of the way.
When you remove the old pump, the rod usually falls down out of its little passage. Then when you try to put the new pump on, the finger hits it, instead of going up under the end of it, like it's supposed to.
Push it as far back up in its passage as you can, and try to put the pump on. If the rod continues to slide down, take out the top bolt that holds the smog pump bracket on; and get a much longer bolt, like 1½" long or more; push the rod up with one hand; and run the longer bolt into that hole FINGER TIGHT. The bolt hole goes right into that passage, and the bolt will capture the rod and hold it up against the cam eccentric. Make sure you take the long bolt out and put the right bolt back in after you get the pump on, with a little bit of sealer on its threads.

I got it!!! It wouldn't budge at first, it acted like it was stuck. I appreciate it!!! Now let me go hook up the fuel lines and maybe tear some other stuff up. Thanks!!!

Must be nice being able to use a mechanical pump. I wish I could. I have no place in my block for it at all.

The bolt hole you refer to, assuming it's the same as the one I've circled below needs to be plugged. Left unplugged, it peers right into the carankcase.
Try tapping it to the next larger size.
