Is my fuel pressure regulator bad? Need help

Car: 1991 camaro RS
Engine: 305 Carb
Transmission: 700R4
Is my fuel pressure regulator bad? Need help
I just got done with my TBI to Carb Swap, and i dont think the engine is getting the fuel that it needs to run. I have a inline gauge hooked up, and when i have someone turn the key on while i watch the gauge, it reads zero, i have even watched it while the engine is being turned over and zero. i unhooked the line from the carb and turned the key to see if anything came out and at first o got nothing, then i adjusted the regulator and a little bit came out when i first turned the key then a little more after i turned it over for about ten seconds, and thats all. heres the pic of the regulator

Another, and by the way, the engine actually fired up and ran once, but then i went back today and this is what happened.

Sound like you dont have it adjusted right. Did it ever have pressure?

Ok, i officially a moron, it was out of gas, she fired right up and i gave her some fuel. But i do have a few more questions. I had it running and the gauge was still reading zero. Wander what could cause that? and the regulator, does it have to be sitting perfectly stright up and down, as you can see in the picture, it is leaning.

Transmission: A bad one & a good one
Axle/Gears: A weak one & a chained one

Ok let me ask a stupid question, you saw the regulator in the picture, when you tighten the screw does that raise the pressure?
This is the second gauge i have used and had the same results
Get a new gauge... Carb fuel gauges are wicked cheap.

Sure you have the gauge run in between the regulator and the fuel line feeding the carb? Hey, just doublechecking Lol
Uhhhm.....I'm not sure as far as which direction richens and which leans....but you can probably figure that out by ear. Or by turning it a set amount of turns one way, then going to smell the exhaust to see if it smells richer or less rich. That's what I did on my ex gf's truck tuning the carb when I forgot which screw was the fuel and which was the air.
