This code will flash when engine reach operating temp and go to closed loop. I replaced the oxygen sensor with new one....and no effect
car was running lean imho, bad fuel pump maybe?

Code 13 usually indicates a fault with the sensor or sensor circuit. If it was running lean, typically a code 44 will set.
With the Key On and Engine Off, unplug the Oxygen Sensor connector and measure the PCM side of the connector with a Digital Multimeter. You should have 450mV +/-. If not, then there is an open circuit in the wire or the ECM is faulty.
