ECM not grounding for lockup

Car: 88 Firebird
Engine: 302 SBC
Transmission: T-5
Axle/Gears: 4.27 Dana 44
ECM not grounding for lockup
I monitored the voltage while driving and the ECM never grounded the solenoid, just stayed at battery voltage the whole time. I did it manually and it locks. Can the ECM go bad for just this function? I have not noticed any other ECM related problems yet.
I also found 8.8 - 9.9 volts on the ground when I removed the power supply to the tranny. Is this voltage being supplied to the ground line by the ECM?

Tore the ecm loose from the dash. With key on, I am getting 8.8v out of the A7 TCC pin. Is this right??
