90 Camaro 3.1/Auto - Lacks Power
I have a 1990 3.1 camaro that has a ton of new parts on it. New dist, cap, wires, plugs, tps, egr valve, iac, cts, battery, cleaned/flowtested injectors, fuel pressure regulator, rebuilt heads, motors, trans, replaced vacuum lines, cleaned throttle body and set timing to 10* BTDC. I have also completed the idle relearn process. The fuel pressure at idle was at 43 psi.
The problem is the car always starts no problem and very quickly. It idles just fine through the warm up process. Once it is warm the cars idle never fully sets at minimum idle. It tries, then drops a bit then bounces back up but never tries to die. I thought it might need to be driven so I took it out but it lacks power. It just feels like once I take off the car just falls on its face.
At this point I am at a loss and not really sure where to begin next. There are no codes either.
Any idea would be greatly appreciated.

Were the valves adjusted correctly? IIRC, it is 1-turn past 0-lash.
Many aftermarket shop manuals state a torque setting for the rocker arm nuts, which is incorrect.
