383 miniram low dyno numbers, need help

Engine: 383
Transmission: 4L80E
Axle/Gears: 12 bolt-3.73
Tranny is shifting fine. I shift at 6500 1-2, then 6250 2-D. I'm going to change governor weights so that I can shift it at 7000 1-2 and 6750 2-D.
My factory tach I think is reading 500 rpms too slow, so I'm really shifting now at 6000 and 5750, and I need to be shifting at 6500 atleast.
Car went 11.87 at 113 with a 1.65 60ft on Sat, and 11.10 at 123 on the bottle. Still can't hook up on the bottle though.
