1) Make the picture's image size smaller. eg. If it's 1280x1024, then shrink it to like 640x480.
2) Compress it if it's not already compressed. (BMPs. TIFs, TGAs, PSDs aren't compressed)
3) If it's already compressed (JPG, etc) then increase the compression setting and re-save it.
A combination of those methods should put you in the zone.

Make the image size 600x400 pixles or smaller. ( the smal the pic size the smaller the kilobyte size)
You can also change the resolution from 72 dpi (dots per inch) so a smaller # (the pic will get blurry thought) .
Or do what I do and put all of your pics on a website than you don have to "upload" them and you can make them any size you would like;

Here's what I do, simple and quick. Go to MS Paint, open the pic then click crtl+w this will pop up a resize screen. Depending on the MP camera you're using, you'll have to change the %s, but for me changing to 40% works great. Then just resave the pic, I usually change the name that way I have a large and small copy of the pic.
