you still have the same high beam & dip beams just side lights in the inner 2 so you never have dark inner lights

I think what he is saying is that he has installed H4 headlights which also has a parkbulb in them as well - for all four headlights. So, the first pic shows only the parkbulbs lit in all four and the second one show the lowbeams in the outer headlights and just the parkbulbs in the inner ones.
The reason Im thinking this is what he is saying - is because I was thinking about doing that when I had to replace my headlights to get the IROC through inspection here. I ended up just getting the cheaper regular H4's for the outer lights w/o parkbulbs in them to pass inspection and then put the clear ones back in again...
