As you can see they are pretty dull.

Has anyone ever used that steamer cleaner to get brake dust off their rims?

Those look pretty bad... You will need to sand them first, then use some brown rouge.... You have an air grinder? If not, a drill and a buffing pad will work, but not as good and it will take alot longer. Try some 400 grit paper, then 600 , then try buffing, that should work. You will need to use a white rouge after you are finished with the brown. Do not use the same buffing wheel with both compounds... Am I making sense here?

If it is just blems... then don't sand them... Try buffing them first with the brown bar. If it is not coming out (the shine) , then you "may" need to sand them.

Try a good hardware store, they should at least be able to direct you to a place to get some. I have a few bars here, if you can't find any, I pay 10 dollars a bar and will let you have one for the same. As for the buffing wheels, I use a 1/8" stitch pad for the brown bar, then a loose knit cotton buff with the white bar. After that, just a bunch of hand polishing with Mothers or equal paste.
