That cop car across the street was probaby waiting for the owner so he could write him a ticket for a violation of the "Decency to Third Generation F-Body" town ordinance.
I'm gonna get off topic for a second here, but don't worry, it all ties in...
I'm (Or was) a senior in HS, and for our last day, we had a pararde (led by cops and fire trucks and everything) down the street and into the school where everyone's watching. Anyway, to do something different, me and my friend took a dodge Omni and made a full body kit out of plywood covered in sheetmetal. You know, making fun of ricers. Big wooden wing, coffee cans, everything. Anyway, when I look at this camaro, that bumper looks exactly how the sheetmetal thing on my car does now. I really think that he made it himself out of sheetmetal. Thew way how on the passenger side, it looks like it's not really straight like fiberglass would be, but dented in all over the place (if that makes any sense). Anyway, that's just my two sense. Looks like sheetmetal (aluminum flashing) to me. Oh, and if I really didn't know any better, I would definately think it was a photochop.
