strangely enough, the problem you might run into is with the headlights. the 91 bumper has no headlight pocket, so the earlier headlights with the black trim piece in that area might not be compatible with it. I'm not sure if you can just swap trim pieces or if you're looking at swapping the entire headlight assembly for a 91-92 version

You should search...and to answer you question yes and no. You'll also need the honeycomb impact bar behind the bumper. One more thing he's right about the headlights....you'll need to grind off the lower lip. The newer birds have different headlights so the bezel won't fit the old lights. However grinding the bottom lip isn't that big a deal and they'll close fine afterwards. Other than that yes it just bolts up.

i saw that someone mentioned grinding and certain things like modifying what you currently have. I would suggest yard hunting. I got lucky and had a nice 92 formula plop down right next to the 88 bird i was pulling parts from while i was at the junk yard recently. I pulled the headlight assemblies, bezels, fog lamps/turn lights, metal brace, and the reinforcement. The cover was destroyed and had camaro ground fx screwed in to the sides. such a shame...such bad taste.

Anyways my point is you need everything i mentioned above except the headlight assemblies. By that i mean the actual huge metal casing that the headlight goes into. You DO need the actual headlamp and its assembly. It all bolts up and takes less than an hour. I got all my parts for less than $30, including the headlamps and fog lights.

Finding a decent 91-92 bumper will be the hardest part. Hope this helps and i just realized this was sort of an old thread. Oh well, if your still stuck ill post a pic of all the parts you need unattached to the car so you can easily see.

Grinding the lip is easier than swapping out all the headlight innards though and its free. You can put those $30 into something else. If you want to make it look better just do a good job of grinding then use some sand paper to smooth it out and shoot it with a few coats of flat bumper black or something. Should look like it came like that.
