stock wheel clearcoat

I have the OEM 15x7 rims on my 91 bird. Did they put some crappy clearcoat on them or something? Mine sorta cracking so the wheels always look dirty er crappy. How could I solve this problem? Is there any way to strip the clear besides sand/media blasting?
