My clearcoat is fading...

My clearcoat is fading...
I was cleaning my wheels the other day and noticed what looked like white debries on the surface. As I looked closer, it looked like the clear coat is fading, or cracking. Looks all dried up, and it wont seem to come off. Can I repair where the clear coat is bad, or do I have to do the whole wheel? I was thinking some of that Aircraft Paint Remover should do it, but I dont wanna mess it up, so I thought I'd ask for some advice. Thanks,

Strip it (yep with aircraft paint remover) and you can recoat it.. or leave it as is.

mine looks like some dummy got the car dirty and sprayed clear coat over the mud. I can take a pressure washer to that thing and the dirt is literaly under the clear coat. Those finger prints and dirty spots will not come off. That or someone waxed it with one of those year long car waxs when it was dirty.
