How to get paint to shine again?

My '88 Bird's almost road worthy again, I'm just waiting on tires and brakes to come in, and then its off for the 350 install. Now the problem I'm faced with, is that this car is dirty. I washed it good, but there are a ton of light scratches and swirl marks on the paint (it's black btw), which need to go asap. I was thinking about getting a buffer, but I don't know which are any good, what pads to buy, etc. I figure once I do that, I can clay it and wax it, and it should look pretty good. Any tips or techniques that I should know about?
