I use Quiksilver II wheel cleaner by armor all, works great. If you use a stiff scrub brush it will help. What I have done to prolong the time have to do this, is made brake dust covers for my wheels out of sheet metal and spray painted them black.

Didn't cost me anything, my brother works for a heating and AC company. I took off one tire and layed a piece of sheet metal under it while the tire was propped in the air and traced a circle of the inside of the wheel. And had my brother cut it out including the wheel stud holes. Then spray primered it and spray painted them black. You can't even tell they're their. I had thought about red to match my car but I thought it might look tacky.

www.calcarcover.com has dust shields too. I use simple green and a stiff bristle brush for my wheels, it's quick and looks great.
