New lugnuts may be a start. I used mothers mag wheel polish on my old aluminum wheels and they shined up pretty nice, but I am not sure how to get more out of it...

I agree definitely apply fresh paint to the inner diamond spokes. They are the best third gen wheel in my opinion when at there best. Best to find someone local with some kind of media blaster to get down to the bare alum under the spoke part. Putting fresh paint over a somewhat clean wheel with undoubtably will look much improved but still a far cry from its true potential. You can achieve professional results by yourself with little $ and a lot, I say again a lot of invested time, but you need to start with a clean slate/perfect foundation.
Learn all about Eastwood polishing compunds and how to use em, Auto store bought stuff will not be true polishing.
You can go with auto store rattle can paint but thats it. And please, do not clear coat your new efforts. Few coats of wax regularly.
Also get those balanciing weights off the front. They can be applied just as effectively to the rear of the wheel. Just let the shop know. Best of luck

Here is a photo of what should be strived for. Untouched in the foreground, polished in the background. (I am not the owner of the pic)

I had a friend with bmw wheels jack the rear end up and put the car in gear, hold sand paper up to the rims and sanded down and polished his BBS wheels. Please don't do this.

Strip/Sand the lip first, then paint the mesh, and then polish the lip. That way you don't accidently scratch or strip the new paint while trying to polish up the lip.

Re: How can I really shine my GTA wheels up?

I had about an inch of brake dust and 13 years of dirt and grim from my car sitting in a garage(Not being used) I used this cheap wheel/rim polish and tire cleaner(Can't recall the name but both are in my trunk) My father told me he used to wash the car with a toilet cleaner brush and wipe it down with a rag. After i washed the car and put that cheap cleaner on, used the brush, IT GOT ALL THE BRAKE DUST AND DIRT off (But, i had to spend at least an hour on each wheel to get everything spotless) It all depends on how much time you have like someone said earlier.

Until it fogs and/or turns yellow. Their wheel clear is sh-t, just about like any other 'clear coat' in a can

@Dmans85 - Those are liljayV10's wheels I did for him a number of years ago. The wheel lips were polished out with Eagle One and Mothers. The center/mesh was powdercoated gloss black.

Re: How can I really shine my GTA wheels up?

There are many posts on here how to polish Iroc and GTA wheels on this site. I personally would Use some Aircraft Stripper then wet sand with 1000 Grit or higher. Then Polish with Mothers Aluminum polish. Clearcoating is up to you. YES ive had bad experiance with rattle can clear. Turns Yellow and tends to crack. have them cleared at ur local paint shop. Or let them alone. You will just have to polish a bit more often.
