Yikes! Razor will scratch the paint. I'm assuming your talking about the black metal strip around the glass?
Try brake cleaner - spray a spot on a rag, just a small spot for you finger, then rub with it. Open the hatch to keep off the cars paint. Brake cleaner is great stuff - cuts through alot of gunk, but doesn't hurt paint (like that paint, DON'T use it on your body paint), and it leave absolutely no residue behind (completely evaporates). Might try a soft Scotchbrite (grab a kitchen sponge with the green on the back).
If that won't cut it, then I'd repaint. I simply used a can of Rustoleum semi-gloss black and a foam brush, and it worked well. If you stick your nose in it, you can barely see brush strokes, but from 2ft away, you can't see any strokes. I'd have to worry about anyone getting intimate enough with my car to see the brush strokes!

Yea im thalikg about the stuff on the window but thanks for the tip. The razor blade didnt really work to well. it took a long time to do a small spot and still didnt get it all. The sutff is very hard to get off. I think its from the PO who let it sit under a tree for a few years.
I wonder if break clean would hurt the glass. i guess ill try a small spot hahah

I have used a product called "Glass Scrub". It comes in a black/green squeeze tube and is in the windshield wiper section of Autozone. I had good results with it removing what regular glass cleaner and soap/water wouldnt. Plus its only about $3-$4 for the tube.

Brake clean won't hurt the glass any - go for it! Another old school trick is straight vinegar and newspaper - something about the newspaper cleans glass really well, and the vinegar is acidic. Of course this was back before soy-based inks were used on newsprint, not sure if it still works today.
Could it be old gum from a bad tint job years ago? That would be harder to clean without messing up the defrost. Good luck - and tell us if you come up with a good cleaning method!

I had a Cavalier convertible a few years back with the exact same issue. It looked like the car sat under a tree for some time and accumulated black residue around the edges of the glass. I carefully swiped a razor blade around the edges and then cleaned it with a good quality glass cleaner. Works like a charm!

Re: What can I use to get this CLEAN
I was just doing dishes (yes I'm a good husband some days), and was thinking ...
What about a Brillo Pad? I use them to clean the baked on grease/grime/scum from my glass baking dishes, and they don't seem to scratch that glass any. You might try some Windex and 0000 steel wool.
BUT DO NOT use the steel wool on the side mirrors - that isn't glass, that's plastic! I found out the hard way!

Use a new razor blade on wet glass. Never run a razor across dry glass, it will scratch. If that doesn't work, try using the liquid compound for glass top stoves. You can get it at Home Depot or Sears. You could also try a clay bar.
