Yeah there isn't any fiberglass on our cars its all rubber/plastic. Just sand it down with some light grit sand paper and grab a can of spray paint from your local auto parts store. It's not like its gonna rust, so as long as its not cracked you are good to go.

Should i clear coat it?
Or just paint it flat black like my hood?
Honestly? Unless you are planning on painting the whole car don't bother with clear coat. It's just going to get dirty and chipped anyway (road dirt, bugs and other crap). I just say get some spray paint primer and give it some good coating to protect the rubber. I used rustolem primer/sealer on my hood and it has held up pretty good so far.
FWIW, you can sometimes get color matched paint put into a spray can from a local autobody shop. The only problem with that is matching it up to the paint on the car due to fading etc. I imagine if you do just the bottom it won't be as noticeable vs. trying to match to the fenders on the side. I would not attempt to match the upper part with a spray can.
I did a rattle can job on my car until time/budget allows for a quality paint job. Turned the car from a 50 footer to about a 20 footer. Just take your time, prep prep prep (sanding, etc), and do multiple light coats. Don't bother with clear.
*edit* I did do clear on my car, didn't make much difference and the majority of it got sanded off with I was finishing anyhow, that's why I say don't worry about it.
